It's not unknown for a perfectly good reel machine to be relegated to the scrapheap because a sticky shed tape made it look look there was a machine fault.
I'd be checking the tape path for gunk and after thoroughly cleaning it, run a good, non sticky tape on it. If it still doesnt work, nothing's lost.

This guy is more saavy than that; there more wrong with the machine than just a dirty tape path, I'm sure. However, I have little doubt that the path is going to need a good scrubbing at the very least. The problem was that they just stopped buying tape for this thing so I think maybe he was using the same couple of reels over and over again.
