What is this chord?

sounds like a II sus 4 to V with a sus 4. but I had a student come in the other day and play a song she "wrote", and the chords were not anything you could put a name to by the rules of (composition) so I just smiled and said......."NICE", gave her a few new scales to learn, collected my 23.00, and went home and watched BOSTON LEGAL.
