This post might be over, but i'll still throw in my thoughts.

definetly get new heads. if you are looking to get rid of some of the ring of your drums, i'd suggest a remo powerstroke3 clear on top, and a clear remo ambassador on bottom.

tuning the bottom head higher than the top head will also get rid of some decay.

there's a guy who lives by me who used to work for orange county drums that builds drums and re-edges drums at $20 a piece. and man does he do an awesome job. any kind of edge you want (spaun, dw - 60degree, round the edges, etc). so if you can find some place affordable that you know does good work, i'd say go for it. otherwise you'll have a hard time tuning your drums and an even harder time keeping them in tune. anything else suggested works too, but don't tape stuff to your head.

like i said before, the powerstroke3 head works well, because it has the 2nd ply around the edge of the head. and when you tighten the head, the two ply's get closer together, so you don't have to worry if one of your rings gets bent, and now it makes a little ruffle sound.

i always say : simplicity is best.

This is all good stuff here. Also take a look at the hoops, are they round ? Lots of used hoops are not round, so get new ones. All lot of earlier die cast hoops were oval to begin with.

It's a bitch to tune a drum with a warped hoop.
