MIDEX for MIDI timing problems?

I have this infamous MIDI timing problem when I record. It either comes in too early or just doesn't sync well with my audio. I heard that the MIDEX 3 or 8 will correct this problem. Does anyone have any knowledge or insight to wether or not this is the way to go (before I spend $130)?
 
According to the Steinberg site, "Steinberg's new MIDI communication protocol LTB guarantees that each MIDI event has a maximum delay of a single millisecond - the lowest latency of any MIDI interface available today." This is true if you use Cubase, but it's a proprietary protocol and no other sequencer I know of supports it. So unless you use Cubase the LTB feature is useless.
