If it's slick and hard then a host of undesirable things happen such as tape slipage, increased wow and flutter, speed changes etc ... It has to have its firmness and grip restored and you should use this:

Just take the roller off and clean it using a "one use" lint free cloth or rag. Once it's restored then thereafter you could just clean it with some warm water dampened cloth to get rid of the oxide residue.
