Tascam 388 transport problem.

Hey finally picked up a 388. Got it not working and took a chance on it. So far I replaced the belt and adjusted The tension rollers but I'm still having some trouble with it.
When I first turn it on it works great now. But after awhile all the rtz, play, rw, and ff functions start acting up. If I turn it off and turn it back on it will work once if I hit play but then it acts up again. When I let it sit for awhile, it will work fine again for some time then go back to acting up. I thought adjusting the tension rollers would help with this but it doesn't seem to make a difference.
When it's acting up it makes a bunch of clicking noises and doesn't engage, and the light for play or what ever function I'm trying to use blinks.

visually inspected all the capacitors?

I'm no expert (not even close) but a few things at home have given symptoms of working on and off, and 'trying' to start, and making clicking noises. Sky box and lcd screens have done it. Both times were psu caps.
