When a monitor is described as "flat", what does this mean?

Means it has a flat frequency response. So it doesnt make any frequencies louder than they actually are unlike hi fi speakers which normally boost the bass and the treble.

A monitor... flat response. It delivers a well rounded EQ, as in closer to the actual signal without adding color.

Hi Fi speakers want to satisfy the ears so they boost bass and treble frequencys. Monitors are supposed to play what is actually there and not colour it in anyway.

We know what you mean -it's a generalization. Except for the cases where HiFi is exactly what the name sould mean -high fidelity.
And flat in speaker speak (hey now :p :) ) is of course dodo relative to the scales for other parts of the chain.
