If you are in any city at all, go to your local High Schools or College or Art School.
Tons of art/design students out there that would KILL to get their first professional credit (I used to run a graphics studio and used to interview and hire 'em just out of art school--- they are HUNGRY for resume credits so they can get jobs!)

Like Peritus said, what kind of designs are you looking for? What kind of parts are needed for the project? It's easier if an artists comes in with an idea of what he wants the final result to look like so that it fits the artist, not just someone's preception and opinion of what THEY think it should look like.

The funny thing is, the title is contradicting the content of the thread.
You post a thread with the title of "Looking for a designer badly" as in, you're in serious need for one... Yet, you want those people to contact you, instead of you contacting them.
