Specifically looking at the pedal power usage case, I think that different pedals not only have different noise suppression circuit quality, as well as different current requirements. As Dave hinted, there are government regulated specs to keep 'noise' and 'power factor' in line vis a vis the electric service coming into your home and meeting the various requirements of regulations as well as the fact mfgs can't control what you are connecting to their stuff , makes the idea relatively complex/expensive to implement successfully.
Modern 'switch mode power supplies' that meet local regulations can often be adapted to be better than the average pedal board wall wart for pedal usage, though I have moved on to rechargeable 9 volt batteries for those pedals that use them and a battery to barrel jack adaptor can be easily made for those pedals that don't have a battery bay.
