TASCAM 38 - 8 track analog machine

just got this machine with the M30 console for 100bux. having a few issues as follows: intermittent reel operation, i press play, the pinch roller engages, the reels jump as if they are going to start then nothing. repeating this causes two fuses to blow on the DC side of the power transformer. TASCAM is not very helpful on this issue which is understandable. The reels have turned for me previously, i hate intermittent issues, they are the worst thing to troubleshoot. HELP!!!!
 
It might be seized motors, which is a common service issue with 38's.

Can we assume that this is happening with fresh, new non sticky shed tape or without any tape even loaded and you're just raising up the right side tension arm?
