Tandberg 6 does not run right.

I am working on a tandberg 6 which seems to be slipping like crazy.
It runs without slipping in 7 1/2 but still doesn't run @ the right speed. At 3 3/4 it barely gets any drive at all, and 1 7/8th - forget it.
The thing is the idler roller and pinch roller are in excellent condition, as is the 8 belt. The motor has just been cleaned and lubed, that was its first problem when I bought it. The tape drive spindle is clean and lubed.
Now the question I have is hypothetical. Can a idler gear be so uniformly worn to the point of not working at lower speeds and the preload from the spring which obviously reduces as the speed reduces, be just a bit too low to get it engaged up right.
That may be what I have going on. Is there a correct diameter range for the idler. The bigger the roller the higher the preload from the springs.
