Otari MX-7000 Capstan Not Running & Slow Supply Motor

I just acquired it and have discovered that the capstan isn't turning.

Also, the supply motor seems extremely slow.

I'm not sure if these are mechanical problems or a problem with the electronics. Any help would be awesome.
