Well, of those eBay interfaces, the M-Audio isn't suitable. It's an old, discontinued model with no phantom. The Focusrite could be okay--but it depends on your attitude to used and what the bidding gets to.
For monitors, the advice to try and listen is good--there is a lot of personal preference involved. I personally like Tannoy Reveals in the economy end of the market and have heard good things about KRK Rockits (though never used them personally). If you win the lottery, have a look at the more expensive Genelec models!
Your £300 Dells won't be ideal but they would get you started--heck, even the earbuds from your MP3 player will get you started!
I kind of agree with the advice that a bit of background reading would help you. However, even more, I think it's time to buy one of the recommended packages and start experimenting. Seriously, a lot of what's being said and recommended will suddenly become a lot more clear when you start recording and mixing stuff--and the gobbledegook in the FAQs will suddenly make sense when you start actually doing it.
Unlike swimming, jumping in at the deep end with recording doesn't result in a drowning statistic--it's just a great way to learn!
