I have the standard fan for my Intel 2.8 HT and it is starting to get pretty noisey, worse than that though is the mobo fan...Mate that thing is rippin!!

I have a Zalman CNPS7000A heatsink/fan cooling my P4 3.0C chip, and I can't hear the thing. It is very popular with overclockers, but I'm staying at stock speeds and it keeps it at about 30c at idle (cool).
It's a little expensive, at about $40, but well worth it in my opinion, especially if you want a good quiet fan. Make sure you check out the product site though to make sure it'll fit in your motherboard, the thing is pretty freakin huge! (and heavy). It was a little tricky to install, but even my newb computer building self got it on.
Oh yea, the only downside is it comes with a speed controller, but unless you somehow have it stringed outside your PC case, you won't be able to change it without opening your PC up. But I will mention that I keep mine at full speed and it still is extremely quiet!
Yeah, what NewbMediaGuy said. I can't recommend this heatsink/fan combo any more highly. I've built dozens of systems with it, and it's extremely quiet and keeps the CPU plenty cool enough even under overclocked circumstances.
You could get the AlCu (aluminim-copper) version to save some weight and about 5 bucks, and temperature wise, it performs very close to its bigger brother.
The Zalman is fantastic...well worth the 40 bucks.
