it's little wonder that your strat is "stiff" while others on the shelf also had "varying" degrees of stiffness...fender rarely gaurentees that their factory set-ups will still be intact weeks or months or yrs after any particular guitar is loaded, shipped, unloaded, unpacked, and farted around with by so-called techs and brazen air-head sales staff...actually, I can only think of one or two companies who routinely (or at least from time to time) gaurentee a particular set-up when you order one of their gits from the factory...Taylor comes to mind, with their "bolted into place" necks...and it seems as though Ibenez will gaurentee the satriani model and a vai model...
not to worry though...all you have to do is locate that "old" cat in your own home town, you know, the guy is about 74 yrs old, has a couple of sons age 12 and 14...he's been building and re-building string instruments for over 50 yrs...just walk into his shop, show'em your strat, tell'em what it is you don't like and tell'em what you want...he may want to watch you play it a bit...then, leave it in his hands...just so you don't look stupid be sure to ask "about how much" it's gonna cost ya before you leave...give him a few days before you call to check on it...these old guys don't get in a big hurry very often, so it may take several days before you get it back...when you do get it back you'll be very pleased, and you'll never take your gits to anyone else...btw, the old man may not actually lay his own hands on it because he has one or two young aspiring apprentices...rest assured he'll watch them very closely...dean.
