is the mbox even needed? im noob sorry

You must have an M-Audio hardware interface in order for Pro Tools to start up:)

Although there are MUCH cheaper m-audio interfaces. A real cheap one like this:
GuitarCenter
It even comes with a lite version of the software.

If your sound card is ASIO compliant then you do not need an M-Audio or Avid interface to run Pro Tools 9 (9 only, all previous versions required an M-Audio or Avid/Digi interface depending on what you are running). Pro Tools 9 does require an iLok dongle for licensing.

Pro Tools and a new pc and a new video card and a new....

I was looking into this too, I'd like to try Pro Tools.

The issue might be that your pc isnt very good for Pro Tools 9.
I found my older pc wasnt going to work too well with Pro Tools 9, so I started looking for an older Pro Tools but then the interface requirements (Digi or M-Powered came up).

Pro Tools 9 requirements- (looks like Windows 7 is a must.)

Avid - Pro Tools 9.0 System Requirements
