Pulse makes a 10" add-on tom that's pretty decent, IMHO. The stock heads didn't suck (though I did eventually replace the top with a pinstripe) and it came reasonably tuned (though too low for my taste) from the factory. I nearly fell over.
The mounting hardware, however, was a little disappointing. It mounted with one of those rim jobs---rubber bumpers that hooked under the rim and tried to support the drum. The first several attempts, it fell off the mount the first time I hit it. Once I got it to stay, it stayed, though, but was impossible to tune because the lugs went through the rubber mounting bumpers. I ended up drilling holes in the side and moving the mounting hardware from the metal plate directly onto the drum for a more traditional mounting experience.
A couple of the bigger musical instrument vendors on Ebay carry tons of cheap no name drum hardware add ons. Just query "concert toms" in a search and you'll hit a few dirt cheap examples.

I love how in that ebay ad referenced above, how they (twice) said that it includes "...one piece of 14" cymbal" - I think they left out the word "s||it"! (ha ha).
