My mate has these cotton absorbant panels in his studio, but I think the OC703 rigid fiberglass is the more effective medium when looking at acquiring absorbers and bass traps.
For on wall and spaced reflection panels, the cotton wins hands down. Double at 125Hz and absolutely ZERO issues with reflection at very shallow angles of incidence.
For chunk style bass absorbers, the 703 is just as effective. Depends on exactly what you're going to use it for.
The less dense thicker material will extend into the bottom end a bit better but will also provide a hump in absorbtion around 250hz. All depends on what you're room needs. I will say that if you're up for the cutting, the bulk makes a nice alternative for chunk construction. 5.5"x24" will easily do 2 8' corners. The same amount of 703 plus shipping would be more money.
