I'd say it's a budgeting issue. You're clearly interested in getting some kind of promotion deal, but you're balking at the price point. So ask yourself a few questions about the money involved.
1. Can you afford to spend this 2 grand on a hobby? If you'd have to charge it to a credit card or eat ramen for a month, it's probably not worth it.
2. Is marketing your music the best use of that $2k? Would you get more out of trying out a promotional company (assuming that it probably won't accomplish anything) than you would from spending that money on new gear or fancy liquors or even just renting a warehouse and putting on a sweet concert/rave?
3. Are you OK with the fact that this marketing push will almost assuredly accomplish nothing?
