Which has the greatest effect??

What would have the most effect on overall quality of sound.

( I know room treatment is probably as great or greater that these three, but interested in comparison from the experts of these three)

1. Mic

2. Pre

3. converters

If I had to have a "decent" this and a "decent" that and a "great" something else - For tracking, I'd want the great mic preamp. A decent mic can sound great through a great preamp and decent converters.

A fantastic mic will sound like crap through a crappy preamp.

A *well recorded* signal (not "hot" but "normal" in level) will probably sound quite decent through "decent" converters.

What Massive says - 'cos he says so. Really yeah, great hot water doesn't make good tea. Great hot water and good tea makes good tea. Great tea and tepid water makes yuck. Then if you go around using long life or skimmed milk instead of full creamed milk in the tea you may as well start with instant coffee.
