Okay what is this?

it has a wooden stick w/ a metal wire attached to make a "bow"
like a bow and arrow. At the bottom there is a gourd tensioning the bow with string and has a caxixi that comes with it?

Sounds like you're talking about a birimbau, which is an Afro-Brazilian instrument used often to accompany the dance/martial art known as capoeira.

The more ancient version of the berimbau that comes from Africa is called the "umakweyana".
The practice of "caporiera" that is so common in Brazil comes from the early African slaves who originated from the parts of Africa which are now Angola and Swaziland, trying to hide their warrior training martial arts by practicing it as a form of dance.
The Portuguese slave traders didn't catch on to it for quite a long time.
