What is frequency response? For example my reverb has frequency response and parameters that control that control the frequency response of the reverb's decay, what does that mean?

Frequency response describes how accurately a piece of gear transmits a signal. "Flat" frequency response, which means no change in the balance of frequencies, is normally considered desirable, but sometimes a non-flat frequency response is desired. For example, all tone controls and equalizers exist to allow the user to deliberately alter the tonal balance of a signal. In your case the controls let you alter the tonal balance of the reverb should you want to do that.

put very simply, frequency response is how much of each frequency something produces. So, by altering the frequency response you might increase the higher frequencies (or sometimes 'treble'), or maybe have a bit less low frequencies (or bass).
