Well here we are about a month later, and I finally got the dang thing fixed!!
M Audio recomended that I replace 10 capacitors on the Breakout box. I talked them into giving me the values and the placements on the PCB so I could try and repair it my self.
I was able to order the parts from Mouser Electronics (This place is AWESUME! No minimum order, and very VERY helpful custom service and technical support!!!!!!!!!!!!!!!!!!! AND It only took two days to get the parts.....from Texas to Illinois!! UPS no less

I just got done putting the thing back together for a test run, and it's as quiet as can be!
The only tricky part was that the new caps all have a higher voltage rating than what was in there, so they were much bigger and had have the leads left long so I could bend and lay the caps out so they would all fit "under the hood" so to speak. I'm going to secure them down with some silicone and button her up.
Man I'm glad this issue is over with!!! WHeeeeeeeewwwwwwww!
