I like that you referred to the people in question as artist, it's good to see you recognize art when you see it.

Why hip-hop artists' "wag" their hands? Well you'd have to ask each individual you see doing so because I'm sure the answer varies. Try going to an urban hip-hop show and asking a few of the rappers that you see doing this "hand wagging" (during or after their performance), then come share your findings with us.
