when getting used mices, what should on look out for? what are any wear and tear issues with mics? should i just test them out? any specific questions i should ask the buyer?

When looking for any mic see if it looks like it has been dropped .(dented windscreens)
If it is a condensor mic see if there is rust or corrosion on it. If so stay away.. It means it has been subject to too much moisture and may be ruined internally.
With all mics,of course try it out. If it sounds good and has plenty of output, it should be OK.
Scratches are inevitable particularly on dynamic mics that have been used for live gigging. They are more hearty to withstand abuse, so give them a little more cosmetic leeway.

Don't over pay.
66% of new-discount price is a reasonable rule of thumb for use, in-production gear. This guideline holds true very often on eBay.
There are always fools willing to over pay (see the SM57 thing above). Don't do it. There is always another deal coming along.

how can you tell if the output is satisfactory?

a easy way to test it is to get a similiar mic and plug it along with the used mic into a mixer. Record a quick check check into the mic, and if thier is no audible difference, then its all good.

For example, only when I bought a second Electro-Voice EV 666 was it apparent the first one wasn't working up to proper specifications.
Generally used dynamic microphones are a safer bet as they tend to be more rugged than condensers and ribbons, as implied earlier here.
