When I was doing all this testing, I left the speakers of my amp (which have their own switch) off because those buzzes can be hella loud.
But What I see now is when the buzz is coming "from" the amp to the moniters, it's actually also buzzing out of the amp speakers when they're on.
So in otherwords this buzz factor is going both ways. Meaning that perhaps indeed it is the soundcard not only buzzing on the way to the monitors, but in fact sending the buzz right backwards to the amp.
Thus while the radio station is surely an amp or electrical problem - this buzz does appear to come from the soundcard - because when I run the amp to any other sound speakers without the soundcard, there' sno buzz.
So it's sending this signal both ways!
