Soundcard - SB Audigy 2

I'm getting a better mic, and a pre-amp.. But will 24bit be better than 16bit? So I'll get studio monitors to listen to while recording, and the 5.1 for games.. Is that possible or no? Where can I get the cards, and how can I hook them up?
 
Is there that much of a difference in recording/playback from 16bit to 24 bit? Should I record in 24bit/96khz? Also, say I do, and save that.. When people play it, will it play in 24bit and 96khz? Or only what their soundcard is capable of?
 
Basically, what can I do turn my recorded music into the best quality possible? What do I need to do, ex. convert to what, record in what, what do I need to get (as far as sound cards and stuff).. Plz, this shit is frusterating and confusing.

I have an Audigy 2, and I've never had a problem with quality. Everything I record is done in 24bits, and I mix down to 16 bits...

still sounds the same.
