I have a couple quick questions.
1st. Will the reel platters from a 38-8 work on say models 32 34 34b TSR-8 and MSR series?
2nd What do you call the little digital tape counter thing on the 38-8? I assume the Digital Tape Counter but Im not sure.

Not optimally. AFAIK it will fit the 32 and 34 at a pinch, but the shaft is designed for a NAB adapter to go on it, so you'll only be able to use 10.5" reels if you do that. I believe it's a different design to the TSR-8 and MSR, so it may fit if you cut the shaft down (a'la fitting a BR20 reel table on a TSR-8). I don't know for sure as I don't have a '38 myself.

It's a VFD - Vacuum Fluorescent Display. You probably just want to call it the tape counter, though.
