Software that includes "pencil push" editing?

Hello again. I read in one of my books that there are some software packages that include an option called "pencil pushing." This seems to be where you can edit a wav. just by using your curser as a pencil (re-draw it to some extent). I'm fairly sure Pro Tools would offer this, but anyone know of an affordable package that does? I've been using Cool Edit 2000, and it, of course, doesn't. Thanks!
 
Goldwave allows you to do this, just zoom in to 1:1 level, you should be able to do whatever editing it is you want to do.

free shareware version, all functions enabled, it nags you after 150 commands, at which point you have to restart the program.
