Can someone give me some insight on sampling in reaper, and if it is possible to set samples to keys on a midi controller.

Easy, powerful and free:
ShortCircuit 1.1.2

It'll open soundfonts too and that will help you see how it works.
there are a few instructional videos on youtube.com, too.
Putting .wavs to a key is as simple as drag-and-drop.

Yep, Shortcircuit (which is awesome!) or any other VST sampler will work fine. REAPER also comes with ReaSamplomatic5000. It's pretty limited though (unfortunately..)
