To properly use a phase tool you need both mics on separate tracks or panned hard. The 70% panned tracks may work but that's not ideal.
Conversely, to hear the phase problem the tracks should be mixed. At 70% panning they're somewhat mixed but any phase problem between them shouldn't be especially obvious. If you go from hard panned to center panned with both mics and you hear a substantial difference, that's probably a phase or polarity issue between the mics. If panning the mics apart/together doesn't make much difference then the problem is caused by something else, like the room.
