The only time I have used test tones are to calibrate the record levels from the mixing desk to recorder source.

White noise and more often pink noise are used to calibrate systems, whether EQ for a PA, or room treatment for a studio. In an anechoic chamber, you can use noise or test tones to measure the response of gear (for room measurement, you use calibrated gear).
