Kinda answered your own question, didn't 'ya??

'when i turn off my pc monitor the static or hum will disappear'

You can either get the monitor fixed or replace it. Unless you know what you're doing, I >>highly<< recomend you don't open it up and start sticking your fingers around where there's 40,000 volts....

don't try and "fix" it your self, the monitors probably not broken, just old.
some gits will do this, some not. as far as i can tell it depends on the pickup winding.

you're gonna need a new monitor, flat pannels don't hum like this this.

untill then there's 3 things you can do,
1. get away from the monitor, as far as possible, you may need to be like 15 feet away (if you can) even a little help a little.
2. turn, you can tune out most of the hum by turning and listening. when the hum goes away, that's where you play.
3. when you hit record, turn off the monitor.

i dealt with this for years.
