I'm wanting to build up a studio in my basement. The only room that is available is 13'x20'.

Now the the ceiling is my issue i believe. The ceiling is 6.5' high on half the room, and 7' high on the other half (roughly).

Can this room give me good sounding recordings with the low and weird ceiling?
Need opinions and options for this!

Funny. My room is a bit bigger, but with the same 6'5 and 7' ceiling issue. What I did is put a cloud over the drums and mixing area, bass traps in the corners, and panels on the walls. It works fine, but of course a higher ceiling would be preferable. You'll just need as much treatment as you can afford to put in there.

This is solved with absorption. If you think about it, a ceiling the absorbs fully is acoustically the same as a ceiling that's infinitely high. Either way, the sound goes up and never comes back down. This video of my partner's basement studio might give you some good ideas:
