A reconed speaker will be a little stiff at first, from what I've heard, but if it's a decent recone job, the speaker is as good as new.

The key is to center the voice coil over the magnet with appropriately spaced spacers (little pieces of index card or paper).
I purchased a kit from newfoam.com that included an instructional video. It was a little overpriced, now that I know that the individual components of the kit are really really cheap when purchased individually, but it was worth the extra few bucks to know that I had everything I needed.
