A reconed speaker will be a little stiff at first, from what I've heard, but if it's a decent recone job, the speaker is as good as new.

the shop i used to tech for had a guy reconing full time.... saw 3 different guy's in the 15 yrs i was there all of them were card carrying idiots... so how hard could it be... the real trick is to get anal about cleaning the gaps... and then shimming the voicecoil in place till the glue dries....

It's very easy
I just reconed some BAs that I've had since the mid 80s.
The key is to center the voice coil over the magnet with appropriately spaced spacers (little pieces of index card or paper).
I purchased a kit from newfoam.com that included an instructional video. It was a little overpriced, now that I know that the individual components of the kit are really really cheap when purchased individually, but it was worth the extra few bucks to know that I had everything I needed.

Ahh. Sorry - I confused the nomenclature. I just refoamed.
Good luck - it doesn't seem like it should be rocket science.
