I don't use it anymore, I have Cubase SX3. The old box just sits on a shelf with that BIG doogle that fit on the printer port instead of the USB connection that is used now days.
I upgraded from VST 5 to SX, then SX2 and now SX3. I am not sure what you mean by SX3 being a full version only if I have VST5. SX3 seems to work fine and I have removed VST 5 completly from system.

keep you vst 5, cause then you're sure. I don't know if it's legal to own a SX1, 2, 3 - upgrade without having a vst 5 fullversion. ask forum.steinberg.net

It isn't legal to sell it without removing ALL subsequent versions from your machine. You paid full price for the VST version, and bought upgrades at upgrade prices since then. All versions combined consitute a legal copy of the s/w.....
