How is this setup for recording? 256 mb ram, 30 gb harddrive, P4 2.2.. Will that run smoothly?

Normally, depends what sound card you are using and how many tracks/plug ins you want to use?

I am going to be using a Delta 44. Plugins.. probably quite a few..

If you will be using a lot of plug-ins, you should probably get more RAM.

If you are using windows XP, then you need AT LEAST 512mb of RAM. If you are using lots of plugins then you will probably want to add even more later.

Yep, definitely add 512 ram, and that 30GB drive won't last long either

Might want to consider getting a second drive for the working directory of your DAW software. This way drive read and writes don't compete for access time to one single drive between the operating system/DAW program and the audio data being streamed to and from the working directory.
Drive one for OS, Programs and plugins.
Drive two for all audio data (working directory).
