Also is this just for jamming and practicing or for recording? It it is for recording then it is ussually easier to isolate everything else and just let the drums be.

If you want it to be easy and relatively cheap, this is about as good as you're gonna get....

Install Auralex foam inside and you're good to go.

Probable cost would probably be in the $600 to $800 range by the time you're done.

I'm not going to get into the complexities of acoustics if you wish to have an ideal recording space but for pure isolation and soundproofing, I've found that multiple layers of sheetrock (2-3 layers) sandwiching 1"-2" of "dead air space" in between will get the trick done mighty quick and cheap.
