You can't use the 192 I/O with anything but Pro Tools HD. It uses a proprietary connection. Also, all the digi interfaces you uswe with hd are linked to each other for timing information using another proprietary optical connection. The converters are actually designed by Digidesign with a couple of high-end audio guys, I forget all of their names, one of them is Ed Meitner. I have heard good things about the clock they are using in it too. Anyway, to my ears it is gorgeous.
A Pro Tools system doesn't cost 30 grand. Someone threw out that number, I'm not sure why. The list prices for the new HD systems are the same as they were for the MIX systems for the last 4 years, so a system would be 10-15k. Although you can add a lot of stuff and definitely take the price into the stratosphere... With 30 grand you could definitely put together a killer system. But would it be "better?" That's subjective. You wouldn't have access to the plugins that take Pro Tools over the top, McDSP and the Sony Oxford eq, or the stuff by Wave Mechanics, the Access virus, etc., or the fidelity of the 192 IO...
