Entry-level interface with pre-amp(s)

It seems to me that, when choosing an entry-level interface/sound card - say, in the $150 to $300 range - one of the most important considerations is whether or not the card has usable preamps. If it doesn't, it might cost the same amount again to buy a preamp of the same caliber as the card. Most of them don't have preamps, and from what I've read, the odd one has preamps which are of inferior quality.

What do you think: do you consider preamps when looking at interfaces?

Thanks

tascam 1804 at sweetwater is now $299, i just picked one up.

the preamps seem good, with the little testing i've done so far. and its 8 inputs so you wont have to upgrade for a little while. but you will need to get a few more preamps because it only has 4 mic inputs, the rest are line.
