Do vocals have to be at -1 db at mixdown?

I am working on a hiphop/R&B track at the moment with Fruityloops and what is bothering me is that I'm not sure what the track levels are suppose to be at during the mixdown stage. This track has strings, piano and a bass track along with some vocals. I have the tracks eq'ed to my liking but I don't know what to do as far as the levels are concerned. I read a number of articles on the web about this sort of thing but I can never seem to find something that would touch on this. Thanks.

If it sounds good, you've done it right. If it sounds bad, you've done it wrong.
 
It is very simple. If you think something would sound better if it was louder, you push it louder. If you think something would sound better if it was softer, you pull it lower. If you run out of headroom and clip the mix, pull everything down an equal amount. Nothing is "supposed" to be any specific level.
