does turning on the phantom power in a mixer or preamp damage a mic that doesn't need phantom power?

if it doesn't, coo.

if it does, then how are you sopposed to work a preamp like M Audio's Audio Buddy

Just be a little cautious of hot-plugging, i.e. switch phantom off before you unplug mics and other XLR cables ... sometimes you can damage a condenser that way ... and turn your monitors down too, because you sometimes get a big old 'pop' sent through your signal chain when you switch the phantom on and off. :)

No problem, except with ribbon mics (although a lot of modern ribbon mics will be OK too as long as the cable is wired properly).

ooooooooooooooooooooooooooooooh.
