haven't read about this before,,, is this a decent way of keeping sound in a room? If you build a room in a room, by using mostly copper wire things?

Doubt it . Isolation takes mass and seals. Best budget isolation is drywall decoupled from drywall(room within a room, decoupled) with insulation in gap, like so:

If wire mesh (copper or otherwise) would stop sound, why would amp manufactors use it for grill covers? It might make a nice cover for bass traps but it wont do much to decrease sound transmission.

It would be usefull as a Faraday cage but thats about it.

I had an afterthought, if you wrap your entire room with the stuff then attach it to a ground source it might work as a shield against radio or EM interference. I'm not sure about this but I am pretty certain it wont work for sound reduction.

Copper is expensive these days but it would keep cell phones from ringing

That sir, is a Faraday cage. Very nice for single pole pickup guitars to keep EMI/RFI out.
