Can I pan ONLY the reverb on a separate track?

Is it possible to have one track playing audio (call it track 1) on one side of the stereo field, and have ONLY the reverb from track 1 panned elsewhere on a different track (track 2)??...and if so...EXACTLY how do you set this up in Cubase??

I'm not sure what version of cubase you're using, but I'm pretty sure you would need an out board reverb/delay unit to achieve this, by running a stereo feed out of it with one side dry, the other 100% effect, and run them into different channels.
 
If you are using 2.0 or higher of either Nuendo or Cubase, you should just be able to pan the dry vocal left and the verb return right. If not, you should be able to just copy your vocal to another track, pan the first (dry one left) and the second track right. Then insert your reverb on the second track with the mix at 100% wet. Just make sure you set the reverb up on an insert and not an aux bus.
