buzzing on bass amp

There is a loud buzzing sound emenating from the bass amp. Its sort of annoying during practice but worse on recordings as the microphone is picking it up. What may be the cause? How to eliminate the buzzing? The amp is plugged directly into the wall, could an EMI/RFI filter like the Panamax PM8 help? This is an apartment so the power service before the outlet can't be altered. What else short of amp replacement (which we can't afford now) should be tried?

Does it do it with out the guitar plugged in??

yes, and the buzzing becomes louder when the volume is turned up.
 
well it would be easier if you said no. I assume the amp is grounded.. in other words it has a three prong plug. Try buying a $0.99 ground lift (an adaptor used to plug 3 prong connectors into 2 prong outlets) and plug the amp cord into it and it into the wall. Only don't screw the ground adaptor tab into the faceplate of the plugin.
