Anyone know what they call this thing?

It's an instument that has a key that you turn like an old wind up toy or old fender bass tuner. When you turn the key it makes a noise like a croaking frog or a cricket?

Would like to grab on but have no idea what it's called.

We always called them "ratchets".

in a similar vein is the guiro, which is essentially a ridged gourd played with a stick.

I believe the instrument you are referring to is called a hurdy-gurdy. Seriously. Google it and you will find a lot of information.
