yes, that should work. I'm assuming it has analog in for SMPTE
You'll need to lay SMPTE time code onto one of the channels on the tape machine though.
The SMPTE of that track will need to be patched into the Sync device which will convert it to MTC for your computer.
 
I would rum the SMPTE as the master and let the comp slave to it( if you can). From my experiences, you get a better lock that way.
