388 heads. New or re-lapped???

There's about an hour left on this auction. Do you think these are unused NOS or Re-lapped?
With a close up view there seems to be a lot of surface scratches. They don't really have a smooth look to them. I did throw in a few bids, but Im throwing in the towel.

SET OF TASCAM MODEL 388 REEL-TO-REEL AUDIO HEADS
 
Hard to tell really as none of the shots gives a definitive view as to them being new or relapped. The seller seemingly guessing about their condition also doesn't build much confidence of his statement of them "looking" new. Why doesn't he know???

As you said, if its past your budget or comfort level, go with that and hold out for a more definitive seller/auction.
