Those are the test result from Owens Corning when they had their material tested.

Absolutely, the OPTIMUM is to have an entire quarter wave in the absorbtion at the same time. However, that doesn't mean it won't work with less. Plus, it als matters too WHAT PART of the wave is in it since they're velocity absorbers. If you put 4" of material spaced out a quarter wave from a boundary, they'll work pretty well at that frequency.

Also, for anechoic work, you're holding a LOT higher standard than in a live room, control room, HT, etc. For that application, I'm sure you'd want some real bass traps - multi-feet thick.

Just getting the upper frequencies 'out of the way' so to speak in terms of reverberation will allow the fundamentals to come through clearer. No. 6" of material or even Ethan's traps aren't going to do a whole lot at 20Hz - not much will. However, don't underestimate what they will do for you. Ethan's products do a good job.
