With Windows XP work with Cubase VST5.1?

I'm currently using Windows 98... would XP be better?

My concern is that XP came out long after the version of Cubase (VST 5.1) I'm currently using, and I'm a little worried about compatability issues

I used VST 5.1 with xp and had no problems. I can't say if it is better since I did not use vst with 98, but in general, xp is a much more stable operating system.
 
I used to use VST 5.1 with Win NT 4.0 and it worked well. I did have some stability issues when I upgraded to Win 2000. But after that I also upgraded to SX2 so have never used VST with XP.
 
VST doesn't always play well with Win XP. You might have to run it in compatability mode. It's generally different depending on the hardware, Motherboard, chipset, CPU, RAM, soundcard. I think it's an issue more with drivers and VST as XP drivers might not be entirely compatible with VST.
